In the beer display below, this store is cross marketing Ping Pong balls & red plastic cups which are part of a drinking game called Beer Pong. This game encourages excessive drinking. So the store could be found as a negligent seller of alcohol because they are promoting this excessive drinking game to increase beer sales.
In other words, they are encouraging the customer to buy more beer to consume, than they normally would purchase to consume.
